Vic: Attempted abduction on Melbourne teenager

A 13-year-old girl kicked her way free from an attempted abduction in Melbourne's south-west
yesterday.

Police are investigating the incident on Bladin Street between 4.30pm and 5pm (AEDT).

Detectives say the teenager was walking along the street with a five-year-old female
relative when a man aged in his 20s pulled along side them in a small white car.

The man followed the girls and attempted to strike up a conversation before getting
out of the car and grabbing the 13-year-old by both arms.

Police say the girl kicked her assailant in the shins before breaking free and running off.

The man is described as in his 20s, about 180cm tall, with blond hair, an unshaven
face and wearing a white t-shirt.

MELBOURNE, Jan 19 AAP - Police violence against men and women in the Pilbara BHP dispute
was totally unacceptable, the ACTU said today.

ACTU secretary-elect Greg Combet said the "baton charge" by police had led to the hospitalisation
of one picketer.

He alleged a BHP vehicle hit a union organiser for the Australian Metal Workers Union
as he stood on the Newman picket line. He was taken to hospital with a suspected broken

CANBERRA, Aug 30 AAP - Manufacturing industry spending on research and development (R&D)
had declined over the past three years since the government cut tax concessions, a survey
found today.

Total expenditure on R&D by manufacturing had declined from $2.3 billion in 1995/96 to
$1.9-$2 billion in 1998/99, the Australian Industry Group (AIG) survey found.

"Reflecting the competitive pressure on industry in recent years, the most important factor
driving increased R&D expenditure was the need for productive development to expand markets
and enhance competitiveness," AIG said.

"On the flip side, the companies that reduced R&D expenditure in the last three years did
so because of profit pressure."

The reduction in R&D tax concessions from 150 per cent to 125 per cent was a major or
moderate consideration for one in four companies which cut spending, the survey found.

"If Australia is to continue to maintain its competitiveness in the global market place, it
is essential that public support for business R&D initiatives be strengthened," AIG said.

ADELAIDE, April 7 AAP - Australia could do more harm than good if it simply offered shelter
to refugees from Kosovo without providing the necessary support services to help them rebuild
their lives, Victorian Premier Jeff Kennett said today.

Mr Kennett said he supported Australia taking some people from the war-torn region and he
was happy for Victoria to take a portion or all of those brought into the country.

With that in mind, he said he already had asked officials within his own government to look
at what was needed in the way of facilities and help.

But Mr Kennett said it was unrealistic to think that these people would or could be
returned to their homeland in three months time and Australia must consider what other
services they would require.

"We must, as Australians, take on board some of those refugees but it is not just about
accepting them but actually planning how you're going to receive them," he said.

"Many of the them will be emotionally shattered, many of them will be suffering depression
and many of them will be suffering psychological illnesses.

"You can't bring in a large number of people and isolate them.

"You're going to have establish and start developing the networks that are going to help
them for the first six months or whatever."

Mr Kennett said he did not think it mattered how many refugees Australia accepted.

What was important, he said, was what it could do to help those people brought here.

"If, in fact, you are simply receiving them to return them somewhere in three months you
might do more damage than good," he said.

"If you're taking them out of a violent situation and they arrive knowing they've got three
months or six months before they're going back somewhere, that sort of apprehension might
actually do a lot more damage."

Mr Kennett said he expected to discuss the Kosovo crisis and Australia's plan to take
refugees with the federal government and other state leaders at the premiers' conference on
Friday.

He was in Adelaide to speak to a national conference of public sector accountants.

FED: ACA to review Telstra s plan for services to the bush

CANBERRA, Dec 21 AAP - Telstra may be forced to give temporary satellite phones to people
in remote areas who have been waiting more than six months for a phone connection under plans
to improve phone services in the bush.

The Australian Communications Authority (ACA) today announced a review of Telstra's
Universal Service Plan, the requirement that standard services and payphones be reasonably
accessible to everyone.

The ACA review will evaluate the current plan and identify areas for improvement.

In particular it will consider the best and most cost-effective way to vary the plan from
July 1999 to require provision of an interim satellite phone in remote areas where a customer
has been waiting more than six months for a connection.

"The review will also give particular attention to the existing arrangements for people
with disabilities under the USP, along with Telstra's commitment to payphone services and
connection and fault repair times, particularly for people in remote areas," ACA chairman Tony
Shaw said in a statement.

The review is expected to be completed by March 31 with the closing date for public comment
on the ACA's review issues paper January 29.

PERTH, Feb 28 AAP - A Western Australian man who pleaded guilty to causing the death
of his partner by repeatedly bashing her has been sentenced to five years' prison and
denied parole.

Lincoln Warra, 37, pleaded guilty in the WA Supreme Court in December 2010 to one count
of unlawful assault causing death.

His 37-year-old partner was found dead in the couple's Kununurra home, in WA's East
